The Minnesota dog bite statute is one of the most liberal in the United States. It is set up to protect innocent people from dog attacks. The Statute reads:
Minn. Stat. Ann. sec. 347.22: Damages, owner liable.
If a dog, without provocation, attacks or injures any person who is acting peaceably in any place where the person [...]
